Licensing Specialist
Familiarity with a variety of common regulatory licensing concepts, practices and procedures. Develop expertise and provide support in a variety of areas within Regulatory: regulatory compliance and state, federal and international registration practices. Rely on knowledge of applicable regulations and guidance gained through experience to perform job functions. Work closely with, develop and maintain positive relationships with regulatory authorities and various team members (departmental and cross-functional). Coordinate with management team to maintain knowledge on all licensing changes. Resolves questions, provides technical guidance to staff. Must communicate laws, regulations and policies both orally and in writing in a clear, concise, and tactful manner within the organization
 


Responsibilities


 

Licensing Tracking and Reporting

  • Prepare and submit required license applications & renewals and agency reports on behalf of the company.
  • Conduct research of state and federal statutes and regulations in support of company initiatives, culminating in clear and concise written reports of findings.
  • Develop and maintain good working relationships with representatives of various state and federal regulatory agencies.
  • Self-compose all communications externally/internally.
  • Maintain internal and external customer licenses in Navision.
  • Validate all licenses in accordance with federal, state and county regulations as override scenarios occur in the system.
  • Review and distribute weekly Licensing Override report to all branches in order to obtain outstanding licenses in a timely manner.
  • Maintain on-line customer licensing library in digital format.
  • Responsible for annual, monthly and quarterly licensing reporting to state agencies (i.e. restricted sales, County Full Use, etc.).
  • Responsible for mailing reminder notifications to customers regarding upcoming expired licenses.
  • Distribute expired license reports to sales and customer service during renewal process.
  • Address all Notice of Violation (NOVs) and fines in a timely manner.
  • Keep tracking spreadsheets up to date.
  • Region State block/releases.
  • FIFRA and EPA exempt items and submittal to require states for further approval on label issues.
  • Classifying state/federal restrictions.
  • Support EH&S initiatives.
  • Work with purchasing on New Product Approval.
 Licensing Training
  • Communicate licensing regulatory changes to all associates where impacted.
  • Learning & Development for License process.


 Target Specialty Products /Residex Licenses (Pesticide Dealer, Fertilizer, Seed)

  • Responsible for applying/renewing Target Specialty Products/Residex Dealer licenses for all locations.


Written Recommendations

  • Submit Value-Added summaries to Accounts Payable on behalf of sales.
  • Maintain on-line recommendation database library for audits and inspections.
  • Learning & Development for Written Recommendations process.
 Licenses & Certifications
  • QAL & FCA licensee - Responsible party for California Dealer license for Target Specialty Products branch locations.
Required Skill Sets
  • Maintain knowledge on all compliance trends and recommend changes for all company processes.
  • Must be a results-oriented team player capable of working in a fast paced environment with changing priorities.
  • Must be a self-starter able to work with minimal supervision.
  • Must be organized and detail-oriented.
  • Must demonstrate strong verbal and written communications skills, along with influencing and negotiation skills, process knowledge in functional area, and an ability to communicate regulatory and technical issues effectively.
  • Must be proficient in Windows-based applications Word and Excel.
  • Ability to manage and prioritize multiple tasks.
  • Strong oral and written communication skills.
  • Strong attention to detail.
